Captain Phasmas are definitely still out there. Picked up this one from Albany Farmers today for $31.99 (toy sale running) and got a free posted with it. There must have been a few cases, as there are a few TBS6 TFA stormtroopers left on their shelves.

They've got them spread over the whole toy area...saw them in 2 different aisles, so check multiple areas.

Finally, the last tee, which is from Junk Food Clothing (and seems to be a Disneyland exclusive):

It might seem a little dark, but that's how it looks, which matches the cut-off sleeve style of the tee.
